It is simply a satellite image that is centred on the area a system is in. This does however mean when they move the floater as the system has moved out of that area there will be a jump in any animations running off the floater.

Is there really much to this? Its a satellite image that tracks a storm.

Back in the "old days" satellite imagery had to be focused on a specific area when it was very high resolution due to bandwidth requirements... That is no longer an issue, so it's basically a "feature" of websites that just want to focus on a particular area. It is not a "real" product.
