E-pac disturbance

Hey all, as I'm done chasing for the season, I' ve started looking into the tropics! There has been a beautiful disturbance off Mexico with obvious mid-level rotation and impressive outflow already established, though NHC hasn't depressionized it yet. Any thoughts to why?
