For those of you who wish to be in a category #4 hurricane, I have just pulled a bunch of immediate aftermath video frames from S. Dade County just after Hurricane Andrew paid us a visit; so you can get a good idea of how "safe" it might be. There were gusts in most of these areas in the Cat. #5 range, but not sustained. The URL is posted below to the 53 shots.

Most of the damage is from Cat. #4 winds, 1-2 miles inland, all within a mile of US 1. There are four shots of the small area where the Cat. #5 sustained winds occurred, within a 1/2 mile of the coast. First is on the top row, with the Little Caesar's columns collapsed (the fall of Rome.) The other three are the pictures on the fourth row from the bottom.

Myself and Andrew Dressler spent the hurricane across the street from where the middle picture on row 6 was taken (car upside down on top of upside down P/U truck.) My estimate of the winds were 145 sustained, gusts t o 175. The NHC survey had exactly the same estimate; and Fujita's study marked two houses on the same block as having sustained F#3 damage on his "old" tornado scale.
