Yes it looks like that site is down. Here is the status message that just came out.

That's from a recent FTM (Free Text Message, where 88D outages are often posted) from FWS. Check back at http://www.srh.noaa.gov/productview.php?pil=FTMFWS&max=51 to see when they get things fixed.

Pissed? I doubt it. These sort of things happen on occasion, and fortunately this isn't a big weather event. It's back up now, but in the meantime they have plenty of other NWS (and private) radars surrounding to help out.
